A group of H5N1-infected ducks has brought the bird flu back to Viet
Nam's southernmost province of Ca Mau, said the Animal Health
Department Saturday [7 Jul 2007].
The outbreak in Dam Doi District's Tan Trung commune wiped Ca Mau's
name off the list of bird flu-free provinces.
Currently, there are 9 other northern provinces plagued by the avian
virus: Nghe An, Hai Phong, Bac Giang, Ninh Binh, Vinh Phuc, Quang
Nam, Thai Binh, Ha Tinh, and Quang Ninh.
Last week [2-8 Jul 2007], the Veterinary Department announced that
1130 chickens and ducks had contracted the flu in Thai Binh and Nghe
An provinces.
Since the beginning of the year [2007], 153.5 million fowl have
undergone a mass national vaccination throughout the country.

[The return of avian influenza to Ca Mau in the southern region of
Viet Nam is disappointing, although not surprising, as there seems to
be continuing avian influenza activity throughout the country (see
references listed below). The most recent report from Viet Nam to OIE
was follow up report No. 8 dated 7 Jun 2007 (see
<http://www.oie.int/wahid-prod/reports/en_fup_0000005529_20070608_105307.pdf>).
In that report, the majority of outbreaks reported since the
beginning of this current year (2007) were listed as occurring in
"unvaccinated" poultry. One wonders whether that is still the case or
whether outbreaks are now occurring among vaccinated flocks. In
assessing "vaccine failure," it is important to distinguish whether
the etiology of vaccine failure is "failure to vaccinate" or whether
it is a failure in the vaccine, either through administration of poor
quality vaccine due to breaks in maintenance of the required cold
chain (as many vaccines are heat-labile, maintenance of the cold
chain refers to keeping the vaccine at a specified temperature range
from production through administration of the vaccine) or whether the
actual vaccine is ineffective. More information on the vaccination
activities including vaccine used and further studies on vaccine
efficacy in Viet Nam would be very much appreciated.
